Is this 1916 wheat penny a mint error

Found this 1916 Wheat penny that has what looks like a double/ extension below the 9 on the date. Can anyone tell me if it is a mint error?

    Assuming its raised above the surface, It looks like a minor die chip (internal die break) or possibly a small die gouge. Too small to add any extra value

    It's a post mint damage gouge that sheared part of the digit and pushed it over.
