Question about "matte" details on business strike

Four coins, all UNC. As you can see, the image of a cow on the coins has a different degree of matte. How this effect is achieved? Maybe it's special planchets or dies? If these are different dies, then why was it necessary if the coins are for circulation?

The same type of coins exist in Brilliant UNC sets
