There was a 2007-W that was burnished vs MS? I don’t think so…I think W means it was burnished. I had the same issue with some platinum W coins that were being graded MS or SP but were the same type
Originally, PCGS graded both the regular uncirculated strikes and the burnished "W" coins as MS, but they changed the labelling on the burnished coins to SP when there was some obscure issue, which I don't recall. I think that die wear started to make the finishes somewhat indistinguishable, so the main diagnostic simply became the mintmark.
Who remembers when PCGS went to the SP designation?

This in not my area, but there were two different strikes in addition to a Proof. The Burnished coin is the one that would have the PCGS SP70 grade.
