Large Cent Question answered, thanks :)

The cert number didn't bring up any results, the slab just looks off to me, the coin does look like it could be a genuine large cent but I think the slab is fake... What do you guys think?

I've seen that coin before.
It is fine and the slab is genuine.
98 refers to a damaged coin. I believe it was mostly identified by the edge.

Depends on the type. I've seen 1793 Large Cents with just a hint of a chain. Smooth surfaces otherwise. These all grade as PO1 yet are truly "basal state" as you referenced.
I'd love to find a Basal State Ike dollar!

Agree; not unusual to see early copper this low, probably very unusual for anything after 1950, other than a few pocket pieces.
