What has happened to eBay CS?

It was always hit or miss, but at least I used to be able to talk with someone. Usually by chat though sometimes by phone.
Now I have a substantial issue and all they're permitting me is an email contact. When I use it they ignore my email. So I send again and again and finally someone responds with a copy-paste from an irrelevant policy page.
What gives? Is this the new normal for them? The irony is that I've done five times as much business through ebay this year as in previous years, when I enjoyed "concierge" service (FWIW).

I talked to them just this week. Called me back 2 minutes after I put in the request.
You can contact them by phone.
In the last couple months, I’ve used their chat function a couple times. I’ve got nothing but top-notch help.

The quickest and easiest way to talk to a person(although it's hit and miss as to how well you can understand them) is to use the chat function and simply type in call me and follow the prompts. Longest I have ever waited is probably 2 minutes.
