question is this:
would you crack it out and send it to ICCS hoping to get an MS 65 or SP65?
thank you for your input

It looks like it's in an OGH. Do you believe it is truly a specimen and not a business strike?

    What is OGH?
and, how could I determine bus-SP?
it is in an old white-blueish PCGS lable

OGH stands for "old green holder" and was the type PCGS used after retiring the rattler holder (used from 1986 into 1989). The term OGH generally also includes those also known as doily holders (used in late 1989) because they have a doily type of background on the insert. The OGH holder was replaced by the blue insert holder in late 1998. I asked if you believed it was truly a specimen and not a business strike because your opening post mentioned the possibility of receiving either an MS65 or SP65 grade from ICCS. I don't have the coin in-hand, but don't see the die lines that I might expect on a SP for this date. However, I am not an expert on specimen coinage.
