Is this note considered a rotator note?

Found this in my search yesterday. Is this considered a rotator star note or just a regular trinary star note?

    I don't think its a rotator. It must read the same upside down (& it doesn't). If it were 00696900 then it would qualify (I believe).

    Still a nice star. I don't know what a "trinary" is (as I've never heard of this term before). What does that mean?

    Its kind of a made of up term from the new collectors. It just a note with three numbers.
