Are these two coins really the same coins but has two different PCGS numbers?

I think the first one comes from the second one (which has three coins in the set). Why would the three be listed and the separate have a different PCGS number?

The coin is the same, but people collect them differently, sort of like First Strike or Early Releases. I don't know specifics, but I assume that to get the latter designation you'll need to submit the whole set at the same time, possibly in OGP.
