I think "22" and "23" are your options, and of those, "23" is most likely, based on both probability and on what can be seen of the surviving legend.
Year 23 of the Republic is AD 1934, but Year 23 coins were also struck in quantity in 1949 by the United States to support the Nationalists in the Chinese Civil War. This probably is not one of those American restrikes, as those saw very little if any circulation before the Nationalists lost the war and fled to Taiwan.
