Need help in identifying coin

I'm not sure what this coin is but it appears to have an eagle on one side, so possibly German or Austrian (or I could be totally wrong). Can anyone identify this?

Yes I think it's from one of the German States. But I can't make out enough of the lettering. There are a few types like this, with an eagle on one side and a St Andrew's cross over a St George's cross on the other https://en.numista.com/catalogue/pieces169145.html
