2002 25 Cents Canada (Pattern, Mint Error)?

I have a coin like this one but it has a perfect circular pattern (hallow say 3mm the whole round). Trying to take a image to show you guys but not easy to take.

More than likely it's post-mint damage. The obverse you posted is that of a Canada Day circulating commemorative, rather than the regular caribou reverse. Here is the regular one (note the lack of denomination at 6 o'clock):

maybe struck without collar? lets see the edge
Sorry my mistake the one I have is with the Caribou. I corrected the image thanks for pointing that out just took a image offline and the wrong one it seems. This is the proper one I ''own'' with the Caribou .

The edge is like it is suppose to be. The circular area is to well done to be not done by the mint itself. I will reach out to a few Canadian coin shops this coming week.

Seems like a even 2 cm or 20 mm that does not count the circular hollow part.

Got it. I was wondering if it was maybe somehow related to the $2 coin, which is bimetallic and has an outer ring with an inner core, but the inner section of that coin is only about 16mm (rather than the 20mm that you measured the halo on your quarter to be).
To me, it looks like the halo on your coin was added after the coin was struck and has nothing to do with the dies themselves. If you notice, the coin was struck ever-so slightly off centered toward 12 o'clock. The halo is perfectly centered with the coin, however, and not the dies. Look at how the halo is situated beneath the beaded rim at 12 o'clock, but cuts into it at 6 o'clock. You say that the halo is too well done to not be done by the mint, but you'd be surprised at what a machinist can do, even an amateur one. I'm still banking on PMD, but am interested to see what anyone else has to say.

Will send it to ICCS as mentioned and see what they say. Hopefully find out once and for all what it is. It has been a long time coming since I just never bothered to reach out about it after finding it in my pocket change some 10-15 years ago. I just set it aside till now.

Once I get it back from ICCS I will post the result here with images. Will send it out end of the month (not in a rush whenever I go to the post office area I will drop it off) so will probably not get it back till maybe mid to end of July.

It's post-mint damage. I don't think there isn't any stage in the coin production chain that could result in such an artifact, and it's not an established error type.
Your coin is not a "unique snowflake" - it was produced using the same machinery as hundreds of millions of other quarters.
If this effect isn't known in the error community, which documents so many different types of errors, then it isn't likely to be a genuine error.
Thanks will send to ICCS it cost less than 20$ and see what they say. If nothing then it is nothing.
