Holders and grades?

A link to the various holders that have been used by PCGS over the years was provided in response to an earlier post. Occasionally I see ads on eBay indicating that the PCGS Holder is an old green holder which seems to imply that the numerical grade assigned many years ago may be higher now. Does this make sense? Has the criteria for say an MS 65 changed over the last 30 years or so? Would in fact an MS 65 graded coin some 30 years ago now receive a higher numerical grade? I realize grading is very subjective it may not be possible to answer this question with any particularity. Thanks in advance.

Yes, old green holders are known to have coins that will upgrade and some grading standards have changed a little.
Just because it's an OGH doesn't mean it will upgrade.
Many of them have been looked at already for upgrade potential.
Many times the holder makes it worth more than a 1 point upgrade especially on common dates.
Either collect them and enjoy them or brush up on you grading skills before you buy.
