Just sent this 1989 picture set to John Wexler.
This modification during the FG serif bottom of G between 1988 and 1989.
Sees it was double hubbed during an abnormal touching of STATES-ES removal.
1988D 1c STATES-ES, and straight G leg are the last pictures.
The removal (touching ES) during a double hubbing (modified G and old G) being a class 7 modified hub doubled die entry.
