What would be an easy to use free photo manipulation software for new members to use?

It would be nice for a super user friendly program that new posters could use to place their photos in, enlarge the area of their concerns and perhaps provide SMALL arrows to point out their issues. I have used Photoshop since 4.0 and their is no need for them to experience that expense and learning curve just to post photos. Just for them to paste a photo, enlarge and designate and then save to file.

I use PhotoExpress for cropping and editing and Annotate for adding arrows and circles. Works very well for someone like me who is digitally challenged and they’re free.
