1940 Newfoundland 1 cent..I call it Pockface

I have no idea what happened or how it happened.
Is it in the die or the planchet?
It does not appear to be corrosion either, whether natural or chemical..
the holes-indentations are all smooth..and are only obverse.
any Ideas - suggestions???

    The field looks like it has been smoothed. There may have been even more damage visible at one time. The pockmark pattern that is visible on the cheek, ear hair and neck seems random. I wonder if were once run over on a road with a fine gravel surface. The rubber tire prevented damage to the reverse while the gravel was impressed into the obverse.
