Is it possible if a payment by PayPal is made by mistake, that I could recover it? If so, what is the process?

Ask the recipient to either refuse the payment or reverse it.
Call PayPal.
But what if the recipient doesn't have a PayPal account? Or if the account is associated with a different address?
How did you pay by mistake?
I remember when it first was available on eBay for payments, a typo in the email address kept money in PAYPAL hands for 30 days before returning it to you.
Is there an option to cancel payment?

If there is no account associated with the address and the funds are unclaimed, you can cancel it. This is based on personal experience. Call PayPal.
