It doesn't matter where you draw the tier line, there will be coins that straddle it. Is there anything special about proof buffalos that makes it important that they not be affected by this?
True, but competitors have higher limits and PCGS should, IMO, as a goal, try to include or accommodate all US Mint issues with a non-express, non-premium tier. Nothing special about the buffaloes, the same issue applies to the 1oz Palladium eagles and 1oz Gold Eagles.
I agree, the Buffalos by themselves may be a bad example. And the fact there may be multiple coins around the tier levels makes a better case IMO. From my perspective, coins that were previously able to grade at Modern Value (or Economy) or Modern (or Regular), have recently been forced into the next tier. The hardest one to take is the forcing to Express for a coin or 2. It adds the $30 PLUS another $10 submission fee PLUS the extra return shipping (I can always send multiple submissions in 1 registered mail pkg at least).
It feels like being forced to pump 92 octane into my car at the pump.
I do not expect PCGS to make any changes whatsoever, its working for them, I see that. I have and will continue to comply with my submissions. I think the OP and I are the only 2 that feel there is any room for improvement tho.
