A $1 Note. Ink Smear?

Hi guys,
I just found this bill in my 200 $1 search. At first I thought it was just a worn out $1 bill? But after further examination, I see maybe it's an "Ink Smeared" note? Sure, it is pretty worn but would you guys say this is some kind of Ink Smear? I noticed on both sides that ink is spread down the bill as well?
Also, on the reverse. The borders are very wide.

    I think the smear is coming from rollers from a machine. I could be wrong but that is what I think.

    Poor George $1 got smeared, bummer. It's still a decent catch 🙂
