Looks like PMD not a doubled die, therefore worth face value.
You should check the following sites first
Www.doubleddie.com
Www.varietyvista.com
Both have comprehensive listings of known doubled dies along with info on the characteristics of true hub doubling. You should spend time studying these characteristics, or you're just going to waste you time on worthless doubling
I'm going to have to disagree with you there my hoopster. The line goes through the length of the book cover only. Could be and error yet discovered. I wish a PCGS member could verify

Sorry that I'm not a "PCGS Member"(whatever that is) and couldn't tell you what you wanted to hear.
If you would have read through the doubled die and variety vista sites, you would have noticed coins can be submitted to CONECA for attribution. CONECA is an organization dedicated to the understanding, study, and collecting of errors. I learned a lot from them over the years (although I am no longer a member).
You also may want to do some more reading on the characteristics of Class IX doubling that comes from the single squeeze die production Process to help with your evaluation

Usually by people who understand the die making process, how doubled dies are made, and the characteristics of doubled dies.
then send it to a grading company and let them say what it is or not since it seems opinions differ on what it could be or not

i can't tell much from the photos
i do know there are lots and lots of unique DD for 2009 and especially for the formative years largely centered (ha) on the hand
there are so many I'm not going to spend time looking up which might fit.
you can try VV or DD or CONECA but also check out CopperCoins.com
with all the DD varieties that do exist for this type, I wouldn't call even a newly found variety earth shattering.

Minor doubled dies on these coins are relatively common. Even if it is a DD, it is in such bad shape that no one will pay a premium for it. Better coins are easily found. I know this is not what you want to hear, and I'm sorry.
