Question on restoration services

I am a disabled Veteran who got into coin collecting as a hobby after my service. I try to get my kids involved like my grandfather did with me and I am getting some interest from them which is great. Looking to see if I can make any friends that are experts that I can learn a thing or two and ask questions when they arise.
I have a question pertaining to PCGS restoration services. I have around 15 coins currently being graded and slabbed and was on the fence about a 1865 3CN (Nickel). I have done research but cant tell if this would be a good candidate. I cant tell if the spotting is environmental or not. Wondering if someone could take a look?

Photo incoming soon. I have done much more research since the post, I don't believe it would be worth it but I have a few coins I am wondering about.
Also, on the US Coin forum, there are 307,000 postings as opposed to 14,000 here so possibly try the coin forum.
