Was This 1967 "Sovereign" (Brass) a Pattern, Off Metal Strike or Counterfeit or What?

This coin came up for sale at St James, Sale 57 & Lot [I think] 323. I really could not decide as I like OMS and patterns of the 20th C. Great Britain but just too many ??? marks. I inquired and coin is 4.64 gms. and 22.05 mm diameter although no measured metal content. There appears in this photo to be an odd golden cameo effect to the bust of QE II that may just be fingerprint on the bust or? The devices look pretty good but the rims and denticles a bit strange and off.
In any case a peculiar coin as I can think of no reason for its being struck and if legit might consider it a mint sport product.
