Item says "Delivered', but buyer still open case for non receipt
So I shipped a card to Canada using Ebay standard international shipping. Seems to work pretty well as it does have tracking. So i just had a buyer open a case saying he didn't get the card even though he knows it says it was delivered on March 28th. My payment is now on hold. If there are Canadian buyers on here, can you elaborate on how your postal system works? I assume when the it's out for delivery, if you're home - they collect tax and duties upon handing over the package to you. Am I wrong on this? If it they're not able to, they you get a "attempted delivery abroad" until it's either picked up by you and paid for. So what are the chances this guy is full of it? He says he has received nothing and Canada Post and USPs knows nothing about it. Funny as the tracking shows delivered for both USPS and Canada Post website. This is a first for me. What's the usual outcome?

Unless eBay Std Intl shipping is treated differently, or if your buyer free typed some other particulars when opening the case, someone or a computer at eBay will see the case and see the tracking shows delivered and then automatically rule in your favor. Now if you were to somehow lose, don't forget that the Std intl shipping comes with $100 of shipping insurance included, so you can file a claim on that.
I did call eBay out of frustration, and the lady talked to a supervisor. It took them 2 minutes to close the case which is great. All they need to see is that it was delivered. However, I'm still curious as I've stated above about how their postal system works about collecting tax and duties before handing over the package. I have a friend in Canada that buys a lot from me. He says they collect T&D in exchange for the package unless there's something else I'm missing? Did they just deliver it to the wrong house, and a complete stranger paid T&D for a $227 item? Well I'm glad I didn't get screwed. This guy can go pound sand.
From personal experience, "delivered" doesn't always mean it was delivered to the right address. Luckily, the big three delivery companies all have GPS devices that track either the vehicle or the carrier... in my case, it proved they were never at my address the day of delivery.
It's hit or miss if we get dinged duties, taxes and handling fees. I've had ebay items from the States delivered around that price point without having to pay anything, just gets dropped at the door or lockbox. Times are changing now though here as COVID restrictions are lifted, Canada Post is now requiring proof of receipt instead of just dropping it at the door, if that was part of your service type. I would suggest a proof of signature option in the future as that guarantees it gets to the right person. Just yesterday my neighbor's package was delivered to me, no, it was not your card.
I would say that this isn't a guarantee though after reading this other thread today: https://www.blowoutforums.com/showthread.php?t=1514215

I recently had a job delivering for one of the big delivery companies during the holidays.
I was surprised at how many USPS packages I was delivering. I was also surprised at the very inaccurate system they have for tracking packages. For the most part, everything works fine, but not always. When there is a "missing" package the supervisor can somehow fix the problem with his computer. There were a few times I didn't have the package that was supposed to be in my possession and I never knew how of if the item got delivered.
Compounding the problem are the chowderheads that order items that don't bother to put their addresses on their homes.
I am surprised at the very few problems there seem to be with package delivery.
CASE CLOSED.......does not mean case closed. EBAY is big; but they are not bigger than VISA. If he is a scammer he will go the CC route. I had a CC company side with a buyer and it was total BS. He said I charged him twice on EBAY. That's absurd. It's managed payments. VISA got the money back for him and I had to get my money from EBAY. Plus when it's a CC decision you can't fight anything. You will not be given any information. I talked to EBAY and even they have issues with people not doing complaints through the proper channels. My buyer went straight to VISA.
Oof, that's a tough read. I would imagine it varies by province here as to if the signature check has been reinstated. I'm in Ontario and have to sign for packages for over a month now. I bet Quebec is still safe dropping signature required packages
They closed the case and released the hold. Will see what happens down the road. I guess I need more drama.
I've sent 3 packages to a regular canadian buyer. All 3 packages range from 3-4k and will only use UPS signature tracking. They've signed for it every time. Anything with signature required in North America goes by UPS for me. USPS doesn't get them and it's a waste of time and money. The carrier will sign for it him/herself and there were times they just put that person's name on there. Had it happened to me saying I signed for it and it was in my mailbox when I never did.
