It's from the Austrian half of the Austro-Hungarian Empire. Usually simply filed under "Austria". 1 heller 1896.

Austria and Russia both issued coins without the country's name on it, and both had coats of arms with double-headed eagles holding swords and orbs. But the Austrian imperial crown is very distinctively shaped.

Waste no more time arguing what a good man should be. Be one.
    Roman emperor Marcus Aurelius, "Meditations"

Apparently I have been awarded one DPOTD. B)
