2001 Rhode Island state quarter PMD?

Found this 2001 Rhode Island quarter when I was searching for W quarters-roll hunting. My question is, is the depression on the reverse, located on the sail, is it PMD and if so, was it caused by a punch? Thanks for your thoughts.

    Any idea what could have been the cuase?

    I was thinking PMD, but such precision of a hit on the sails, I thought they would have gone for the water line. LOL. Thanks, just wonder what caused the impact. I was thinking a punch but the depression isn't round.

    Trying to figure out what caused the damage can be an exercise in futility. There are innumerable ways for a coin to be damaged after it leaves the mint. Once you've determined that it couldn't leave the mint in that condition, it's time to move on, IMO
