Seems like the remaining high relief IN GOD WE TRUST 1982 meets a transitional low relief LIBERTY over a remaining high relief LIBERTY for 1983.

The wide right side of Liberty-Y ended in 1982.
So did the highly recognizable flat O top in GOD.
So as to say we don't see a small date low relief doubling over a high relief left Y arm, is to say beginning trials in small date form aimed for 1983 didn't make them available in mid 1982.
But trials had been established because small date type was ready for minting in 1982. Letters don't become thinner when dies become more worn.
Patterns are proposed as -Following Year- trials.
