I believe it was struck through another planchet on the obverse resulting in that you see.

It’s also a broadstruck error. Not sure why PCGS would omit that! Should be sent in for a corrected label. The Mint Error fee is substantial and I would have been upset with that description of the coin, if I had submitted it.
The "indented" means that another planchet was on top of that area of the coin when it was struck, resulting in the "blank" unstruck area of the coin.
