Reasonability has appeared to take the side of the offered evidence on the coin.
1970 Washington designer initials changed from a lower flat ended J point to a high arching sharp J point in 1971. Based on these represented PCGS photos.

Turning this into a transitional error appearing before its scheduled release, doubled in modification.

Making this a genuine class 7 modified hub doubled die.
