When silver quarters ended, the designers initials having an upward hooked J ended. Beginning in clad years with 1965, there was no upward hook. The upward hook was reestablished in 1970.
This subject is on a die with a punched Denver mint mark. It is a trial for the upward hook J.
It is doubled in its modification pursuit.
Beginning with the 6th picture is the doubled subject after the die history photos.

This variety is 1970D "serif N, doubled leaves"
A second variety has no serif N.

"Heartland Coin Club Washington quarter reverse varieties" is where to find the attributed different reverses.

The space below the J, is a study taken up by BJ. NEFF and used on Error-ref.com. It is hub retouching doubling.
