Why are “First Strike” label coins so difficult to add to registry sets?

Why is this such a difficult procedure? To add these labeled coins to modern sets is a chore. A message must be sent for every set where I try to add them to a slot. Even then it still can be troublesome.
Is there a reason these labels are hard to add, is it meant to be a deterrent?

    I've had no issues entering 1st strikes to my sets.

    I might see a handful of new coins each year that have to be requested...I try to buy First Strike in every denomination for 2020 and later - older if I can find them

    The PCGS Set Registry has tens of Millions of Cert Numbers and errors/omissions do happen

    Typically My requests get handled on the next Business Day

    My 1957-2022 Proof Set Collection Has Been Sold
