2006 Strictly Ink CSI: Miami Tony Hawk Card (No Signature & Hole Punch), looking for info...

Hi guys,
I picked up a 2006 Strictly Ink CSI: Miami Tony Hawk Card that was supposed to have been signed but clearly wasn't, does anyone know the story behind it? The card also has a hole punched through it. Did the card come out of packs like this or is it some type of proof that wasn't supposed to get out? Any help is greatly appreciated!
