I think you might be talking about the Donruss card, not Topps. A quick ebay search shows that they go for about $3. I don't know if this is one of those cards that never got corrected, or if there are actually two versions of this card.

Yes, must be the 1990 Donruss card. That card was not corrected, so they are all that way.
