collectors club submission ?

Customer of mine wants to know if he can add variety attribution (and pay for it) to a 8 coin voucher submission. According to the pcgs rules regarding those, I am seeing "no additional services" can be used. So I assume no. Tried calling cust service, but I cant stay on phone for hour waiting. too busy in shop, any body have done this successfully?
