NGC MS65 or MS66?

Can someone help me figure out how this happens at NGC? Take a look at this cert lookup:

Slab says 66, database says 65
My first thought is the coin went in for a regrade, but the slab grade is higher than NGC database grade, so I’m confused. Why would it downgrade to 65?
