Could this happen at the Mint? Or is it PMD

I wish I knew everything about this hobby. When I think I know the answer, a lot of the times I'm wrong. Can someone get what appears to be the Q on the rim pressing two coins together. The reverse kind of looks like a strike through. Also looks like PMD.
Posting for a friend, These are the only pictures I have. Posted on another site and you all are the second opinion.

The darker area on the reverse makes me think some sort of post mint damage. What does the reeded rim area look like? Perhaps post photos of the entire coin front and back... may be helpful in evaluation.
Looks like PMD.
It could happen at the Mint, but would still be considered damaged, whether done at the Mint or not.
I'd say pmd as well, jmo
Intentional or not this coin was pinched or pressed against another coin, not a mint error just PMD.
