Small Date, guys?

Hi guys, sorry for horrific photos. I'm at work under bad lights! Lol. Can anyone tell if I found a 1970s "Small Date"?
The last letters in Liberty look good and the tail of the 9 does appear to be pointing across, instead of down, no? Thanks guys!

    Ok, thanks guys for the quick responses. I always seem to have trouble determining.
    This one and the 1988 reverse of the '89 "FG" appearance. of the "G". ;)
