There is a paper money forum here and MFeld was just giving you the link.
There can be printing errors but the ink can also smear after.
Here is one I just did by rubbing it with another bill.
I am not a paper money specialist but I would guess this is more like PMD than an error.
Right, it's clearly ink smudge. She didn't want to believe me. I knew what it was when I found it. That's why I kept it. I just forgot to change my category
Might be ink smudge but not necessarily the good kind. In other words, wet ink smear at the BEP is one thing. Smeared or transferred ink after printing is another.
