Unknown small 10 aluminum coins?

I found these in an old mixed bag of coins. Would anyone recognize?

Very crudely stamped/pressed with “10” and 6-7 stars on one side and a dotted circle and “F M” on the other?

I have seen them posted on the forums before, but I don't think anyone posted a definitive ID. Best guess is play money?
