The 89 Traded set is one of the toughest to tell. There is a very slight brightness difference in the back. This one looks pretty bright so if I had to guess I would say it is. If it has a glossy finish on the front then it definitely is. Hold it up to one you know is not tiffany and it will be obvious.

100% not tiffany. This is the base, traded set, card.
Tiffany cards (especially 1989 Topps and Traded) have what appears to be a coat of plastic laminate on their surfaces that is noticeable even in photos and scans.
OK, maybe some aren't old enough, maybe it's an old joke, but someone has to do it. The question is worded appropriately for this answer.
