It appears the value is tied to the scarcity of the grade, not the FS. You said yourself that PCGS has graded four times as many 1944-S nickels in 66FS than they have 1948s. There are probably a lot of 1948 FS coins that don't make the 66 grade, where the silver coins were saved in droves and many more survived in high mint state.

@seanq Sorry, but I made a terrible error in my chart and misread a line and should have known better as this very coin is one I seek. So, my logic is ridiculous.
