1963 D Lincoln cent attached rim burr

I found an attached rim burr on a 1963D Lincoln cent, which is from an original bank roll. I can find very little information on this, there's a lot more info available on struck in burrs. Is this at collectable coin? Are they common? Thank you, any help is appreciated!

Agree it looks like an attached burr, you can see where it was shaved from the rim.
I understand you found it in a new roll but there is no way to prove it happened at the Mint, it could have happened from the rolling machine. It is common I have opened new rolls that quite a few burrs fell out and looked like glitter on the table. It is post mint damage (PMD) with no added value.

I have had that happen, too, with rolls of new nickels. Glitter is a good way to describe it.
