2021 Morgan and Peace Dollars: Should they be part of modern circulating commemoratives?

I would recommend no for the following reasons:
- This would be inconsistent with how PCGS treated other coins commemorating anniversaries such as the 2016 gold mercury dime, standing liberty quarter, and walking liberty half
- Given the report from Coin World that the mint plans to mint 2022 Morgans, this is inconsistent with other commemorative coins that are minted for only one year (with the only exception being the 1995-1996 Olympic coins.
- Modern circulating and proof commemorative coins have a sponsoring organization benefiting from the proceeds of the sales with additional requirements on these organizations.
What do you think?

Thank you so much.
They were not passed by law to be a commemorative. There have been many commemoratives of multiple years. The Oregon Trail, Texas, Arkansas, Pilgrim among others.

I agree that they were not passed to be commemoratives and are not listed as such in the US Mint's website. Your points are appreciated regarding the classic commemoratives (about which I know little). However, multiple years are not among the modern commemoratives except for the 1995 and 1996 Olympics.
Thanks again
