1922 1A, ANNA A48 1a reverse perfins

The number could differ from the scott A48 1a because it has perfins. Could it be A43? The perfins has a weak stroke, normal for this stamps. However the A&N, CSL: Army & Navy, Navy Civil Services perfins is reverse. Would this stamps be consider rare???
