Question on Original Packaging

In the attached photo is a 1979 Bhutan 1 Sertum and I need help determining if this packaging is representative of government issues. The capsule halves screw together which is something I have never seen before and that is the part I'm most curious about.

Are there government issued sets with screw capsules?

    Yes, the (UK) Royal Mint used screw capsules, and maybe still does.

    As a matter of fact, your case and cert look like Royal Mint products.

    I believe the information given by pruebas is correct. My first thought was also that this appeared to be the same type of box that the Royal Mint used.
