    19th century Japan, check "ichibu" on eBay for an idea on value.

    They are Japanese coins from the mid-1800s, from the time when Japan was transitioning rapidly from feudal shogunate to modern empire. It wasn't yet clear exactly what "Japanese coins" ought to look like, particularly how traditional Japanese forms of money would transition from being hand-made to machine-struck. These tiny silver ingots are part of that transition.

    They are considered "coins", and are listed in the world coin catalogues.

    There are counterfeits around, so unless the source is trustworthy, I'd have them checked by an expert.
