Have quite a few of these notes they are not listed in Krause(I don't think) Please identify. The 20 is 33 mm x 86 mm. the 0.4 is believe it or not 28mm x 70 mm

They look like food ration coupons to me. Here's another coupon like it: https://en.numista.com/catalogue/exonumia228465.html food stamp from China listed on Numista's Exonumia catalogue but I'm having a hard time pinning yours down. (Sorry struggling a little with CU inserting links).
Wait, I think I found it. The one from 1974 is a 4 Shi Liang from a Jilin Food Stamp issue.
The top note seems to be a 20 Shi Jin from the Liaoning Food Stamp group.
