Has anyone noticed that Ebay payouts have changed?

Now the payout goes directly into your bank account instead of your PayPal account. So I guess you need a PayPal account to purchase items on Ebay but not to sell.

Yes. Look at any of the managed payment discussions.

You also don't need PayPal to buy. You can use a credit card directly
