Miscut cards points deduction

Hello, Is miscut (MC) PSA graded cards "worth" two grades lower than what is on the card or has this now changed anyone?

For registry purposes any qualifier is worth 2 grades lower. Except for PSA 2.5 or lower with a qualifier, which is worth a PSA 1.
