Circulated coins such as Low Ball sets should only include coins within the PO1 to AU58 grade.
Just a personal opinion.

it is interesting that more weight seems to be given to completeness than quality in many sets

    My personal opinion is:

    • MintState sets within the Registry should contain business strike coins- circulated or uncirculated (no proofs). (PCGS disagrees.)
    • Complete sets may include proofs and varieties. (PCGS agrees.)
    • Everyman sets are coins AU58+ or lower with AU58+ being the ultimate grade. (PCGS agrees.)
    • LowBall sets should be circulated coins AU58 or lower, with PO1 being the ultimate grade. (PCGS disagrees.)

The Everyman sets provide more points the closer to AU58 the coin is, and the LowBall set coins to receive higher evaluation the lower the grade (with PO1 being the ultimate). (PCGS agrees.)
