I understand numbers not coins.

Let's say I was able to buy 100 1904 DE's (pcgs/NGC grdaed) graded 64+ CAC labeled..... if, I then sent the coins to PCGS to be regraded,.... What % could grade 65? Percentage 64?

Let's assume that they weren't hand selected, etc. Would 10% up versus 5% down be reasonable?

I'm asking about numbers only.. I understand that The assumption that a mix of coins that hasn't been inspected by many prior to my viewing would be unreasonable so assume a perfect world.

Finally, NO.. I HAVE NOT SEEN A LOT SUCH AS I HAVE DESCRIBED.

This is where I usually post a picture of Bullwinkle the Moose and his crystal ball. I’m trying to be more mature.
There’s no correct answer but I’m willing to bet you get a wide variety of answers. 😉

It would be estimated to be 50:50 odds unless you have data showing differently and if you ignore the possibility of + grades or receiving other grades besides 64 and 65.

    Agree with TDN's assessment.

Further, why would anyone want 100 1904 DE's?

1904 is by far the most common date, and basically bullion even at 64.

    1904 6,256,699
    1904-S 5,134,175

Spice it up a little and go for some of the second tier commons, like these:

    1890-S 802,750
    1891-S 1,288,125
    1892-S 930,150

    1894-S 1,048,550
    1895 1,114,605
    1895-S 1,143,500
    1896 792,535
    1896-S 1,403,925

You indicated they are CAC beaned. You didn’t indicate gold or green. Theoretically if green none should upgrade though a few might slip into the next grade up and be low end for that grade.

I have seen exactly 2 Pcgs ms64+ CAC 1904 DE in hand. Neither would ever ever upgrade and if they did wouldn’t be worth much more because they’d never bean. So add up 100 grading fees and 100 CAC fees and postage and insurance and the loss of value from the coins that fail to receive the + again and save yourself some money by burning 100 $50 bills.
