Yep. You read that right. Not a joke.
But it's probably about what you'd expect for less than twenty bucks.
I'm sure you weren't expecting a trophy coin or condition-census example at that price, eh? 
It's really rough, but readable... just. If you turn it at certain angles to the light, you can just make out the date.
